NEXT MEETING SCHEDULE:

·        Next Construction Coordination Meeting is scheduled for Tuesday, November 18

 

PROJECT SUMMARY TO DATE: (FEI provides update)

 

FEI went through the four week look-ahead (Attached). Points that were emphasized include:

·        The wrought iron fence in front of Bravado hair Design across C St from the construction site will be finished this week.

·        Before beginning the installation of the brick pavers, FEI will lay down concrete. Target finish date for the concrete is early December. This work will take a week and will make the area underneath and around the south side of the farmer’s shed unusable for that week (weekdays only).

·        OPM, in conjunction with QEA’s structural engineers, are currently reviewing the status of the steel beams in the floor.

·        A number of the doors to Eastern Market will be taken off of their hinges and rehabbed off-site. During this period, all of the door less door frames will be covered up with plywood.

·        In conjunction with Pepco, FEI will be making changes to the electrical ducts. This work is 3-4 weeks out and will not impact the lighting at the farmer’s line shed.

 

 

 

 

 

 

 

 

OTHER ISSUES:

1.      It appears that non-contractors and non-merchants are parking in the Hine lot. Barry informed the merchants and the contractors that anyone who is parked their legitimately needs to have a permit. If they don’t have a permit, they risk being towed. OPM is creating more permits for both merchant and contractor cars. A tow will take place sometime during the week of Oct 27th. Following that, towing will occur at random.

2.      RC-7 continues to be dusty but vendors have begun spraying it down in the morning with water. This helps the issue.

3.      The plans for the merchant spaces in the rebuilt Eastern Market Building have been signed by all the merchants. QEA is now making final revisions to get the plans to 95%. EMCAC will have the opportunity to review the plans.

4.      It is possible that the job of moving the merchants back to the historic market will be opened up to a bidding process. This has not been decided for certain yet.

5.      Friday noon walk-through of the vending site to establish which locations will be available for vending appears to be working. Vendors find that the process addresses their issues.

6.      Barry recommended that EMCAC invite DDOT to the EMCAC meeting on Wednesday the 29th in order to ensure that all questions concerning the DDOT work are conveyed and answered.

7.      During the weekdays, the water under the farmer’s line is turned off. Jon Crudele can turn it on during the weekdays but needs to know when. Bryan Cook will alert Barry as to when someone needs the water during the week (especially Christmas tree sellers during the holiday season). Bryan Cook will also alert OPM if other vendors plan to use the outdoor site during weekends of the Holiday season.

8.      There was a detailed discussion about the brick pavers and what the specifications are in FEI’s contract with the DC Government.

9.      Following the meeting, a smaller group (Bryan Cook, Trevor Bourne, Marvin Fryer, Jon Crudele, Larry Gallo, Mike Berman and Barry Margeson) walked the vending site to ensure safety.

a.      It was noted that FEI had already filled in the middle of the tree boxes that are on the North Hall Plaza. FEI will ensure that any loose bricks and concrete blocks are within the fenced construction area. FEI will also put cold patch in a few areas on the North Hall Plaza where there is unevenness between the brick and the dirt. In the areas where there is a vinyl mat on top of the RC-7, FEI will ensure that the edges of this vinyl mat do not come up. Several places underneath the farmer’s line shed are missing brick. In accordance with the lease contract, the Market Manager, should replace these gaps with brick and/or concrete and/or cold patch.

b.      It was also noted that the porters and a number of the merchants walk from the East Hall to the garbage dumpsters that are located inside the construction fence. The Temple Group requires all who enter the construction site, including those throwing away garbage, to wear hard hats. It was recommended that the Market Manager limit the number of people who enter the construction site to throw away garbage and it was suggested that perhaps only the porter be permitted to do so, except in special circumstances. The Market Manager agreed to work out the logistics of this with the merchants.
